No, that picture is not a poor rendering of Mac OS X. It is a screenshot from North Korea's new OS, Red Star. OS. Come to think of it, this is just a poor rendering of Mac OS X.

Sorry if this sounds racist, but the culture of copying runs deep in Asia. It has nothing to do with smartphones and consumer electronics. It's everything. Imitation is as much a part of Asian culture as independence is in American culture. There are notable exceptions on both sides. It is important to recognize that Samsung didn't invent copying. Like so much of their work, they do not have a patent on the art. On the other side of the artificial boundary on the map, North Korea is teaching Samsung a thing or two about how it's done.

There is no attempt to disguise the fact that Red Star is an effort to remake the look and feel of Mac OS X. I'm going to go ahead and assume that North Korea can't afford the real thing, so they are rolling their own Macs. Why should they care what we think? I doubt Apple has any legal recourse in the matter. This might help to explain why companies in that region feel so emboldened to rip off iconic, Western brands.
